Scope and Contents

House records, 1959-1962, consist of all of Inouye’s files from his time in the U.S. House of Representatives. Types of records include: central files, which are essentially subject files organized alphabetically by subject, A-Z; records on legislation, consisting of correspondence, which is organized alphabetically by the subject of the correspondence, files on bills that the then Member of Congress introduced, worked on, or was otherwise interested in, and files on various committees of the House of Representatives that were involved with drafting legislation, such as the Appropriations Committee and the Banking and Currency Committee; records on the various bureaus, agencies and departments of the federal government; records on the various commissions and departments and counties of the State of Hawaii; records on public works, including numerous Hawaii harbor and watershed projects; records on the East-West Center, which was established in 1960; “congressional affairs” files that include records like speeches, statements, press releases, correspondence with other members of congress, and records on a variety of committees of the House; political affairs files, which primarily have to do with campaigns; an “alphabetical file,” which is a file of a copy of outgoing correspondence for each month of the year, organized alphabetically by correspondent last name within that month; a few scheduling files, including an appointment book from 1962 and some invitations; and finally, casework files for individual constituents who Inouye assisted, arranged alphabetically by constituent last name. Note that since Inouye took the place of territorial delegate John Burns upon Hawaii becoming a state in 1959, some of the records, and especially the casework, include materials of John Burns; Inouye picked up on casework where Burns left off. The subjects of the cases are noted below. All sensitive information has been redacted from the records.

Conditions Governing Access

From the Collection:

Access restrictions apply to certain records in the papers that have been determined to contain sensitive personal or government information. Series assessed to contain sensitive information will remain closed until 2028 with the exception of Constituent Services Case Work, which contains high levels of personal identifiable information. Constituent Services Case Work will be available to requesting individuals upon review and approval of the archivist or librarian managing the Property. Individual files or records assessed to contain sensitive information may also carry restrictions. Series assessed with medium risk may be made available to the researcher after the files are reviewed for sensitive information or formats. Series assessed to be of low risk of disclosing sensitive information may be open and available to researchers.

Low risk: The following series pose little risk of revealing sensitive information and could be made available to the public with little harm: Administrative Files, Campaign Files, Constituent Services(Correspondence and Projects), House Records, Kaho’olawe, Native Hawaiian Issues, Japanese Latin American Internment, Personal, Political Affairs, Speeches, Scheduling Files, Medal of Honor, Legislative Files, Photographs, Public Relations, Books, and Subject Files.



Medium risk: ABSCAM, Staff Files, Born-Digital (format-based), Microfilm.



Series with sensitive information: Constituent Services (Case Work), Watergate, Iran-Contra, and subseries containing records related to military and defense appropriations.
