Correspondence initiated by an offer by Arthur Orvis to donate $29,100 for a one semester scholarship for ten Cuban students to be selected by Fidel Castro. Later correspondence with the State Department requesting East West Center provide orientation to personnel going to the Far East and the possibility of a UH providing an academic year of instruction. Wilson informed them of Overseas Operations Program, a two-year graduate program for Americans interested in workings in Asia in government.
